Pretty sure it means the bear has been trapped before, so it's known as a scavenger of human food. Lots of them close by cities and towns, and it's a way of monitoring them.

Was at a mates place and went out to his bins to find a bear with the bin upside down over it's head. We felt somewhat safe, until the fukker threw it off. Don't have t be that fast to get away from a bear, just faster than your mate.

How can people be so cruel.

How could someone kill & skin a harmless cat to make a hat for their dog ???
