It seems that such a lot of the top echelon amongst the Washington crowd (be they Dems or Reps) are, in some way or the other, involved in nefarious business that an indictment will trigger a domino effect. Essentially, because the ACA passed when the Democrats had a majority, they did not need any Republican votes, and did not receive any, so McCain is blaming them for taking advantage of that fact (to be fair, it is apparently harder than it looks). It suited the Republican narrative, when the bill was unpopular, to claim that the act was forced through undemocratically against the will of the American people; now, of course, given that Obamacare is increasingly popular by comparison with the bills that have been proposed in its place, it looks hypocritical and stupid, especially give McConnell's tactics, but facts or optics have never concerned Republicans.
