Breitbart are conflating several issues in that article. Issues which are serious in themselves.

Irish government has been caught paying, bribing, Irish media with Irish taxpayers money to write "positive" reportage about government policies.

It's impossible for a government to promote the country without promoting themselves. It's a nonsense point.

There's an ethical argument about articles being printed without balance but we're long past anyone caring about that, or anyone taking many articles out there seriously from an objectivity point of view.
