Rooting for Argentina without much expectation. Would love to see England do well but that won't happen.

I'd add Italy to that. When I was in Cologne during the last World Cup, a few Germans were hoping that England would beat Italy, which initially came as a surprise to me, but then it must be like the two Manchester clubs and Liverpool. Ireland feel a rivalry with England but England have bigger fish to fry. England imagine a rivalry with Germany but traditionally the German's biggest rivalry has been with the Netherlands. Everyone looks up and around for competition, patronising those below.
In regards to supporting your neighbours, Spurs fans were hardly cheering on their fellow North Londoners in the Cup Winners' Cup Final 1995 and Champions League final 2006.

Italy are up there because of how competitive they are but I don't think that there is the same level of bitterness as with the Dutch. I went to the world cup in 2010, going straight from the airport to England vs Algeria. After that abortion of a match some English lad slapped a flag or something out of my brothers hand and told him to "shut the fack up". I was going to post this. The EPL has been huge in exporting Brand England around the world in this regard. Popularity of the fans no they aren't well liked we get that, but the team gets an awful lot of support from around the globe. Oddly, South Korea for example are very keen into the english team/premier league etc.
