I dont understand why the 'cheap' scrum penalty, or at least one of the 4 of them, shouldn't be awarded. Scotland, after all, won the game on a 'cheap' penalty. The fact that the Scots were cheating in the closing minutes rather than 10 minutes out should have absolutely no bearing on his decisions...
