Most of my worst have been in Western France and give you an idea of how hard up many people are in rural France. €14 for four courses, you know the potatoes are pre-peeled from a bag, the veg from a jar, the meat thin and curly and the mousse not fully thawed. Definitely over-rated, but often brilliant. Someone explained it to me that it was due to French workers being given lunchtime vouchers as part of their pay.
