The problem is the players are too big. Reduce the amount of subs to 6 to make the cardiovascular requirements greater. No one gets tired in the final 20 minutes anymore. My experience in this is more local, so my guess is that high school rugby won't run in the spring like it normally does, the 2nd year in a row.
