I'm sure Ireland can host a great world cup, and I'm also sure that they will do so one day soon.

Just for context, South Africa bid unsuccessfully for the 2011, 2015 and 2019 tournaments. Even for slow learners, we must assume that something was learned through the experience.

Nah. The 45% rate is a red herring and was only implemented this year, they will harvest more from the 39% and 41% marginal rates. Those start at US$3577 pm and US$4560 pm.
