This is a lot of kerfuffle over a six month signing. Sounds like Barrett wanted a break and was willing to take less than he could get to have a short stint with us. It doesn't massively change much, it's not like he's the missing link.

While there is no way the two announcements are correlated in that way, Leinster's 10 CCs are a big part of the reason you can spaff 200K on something you really don't need. The thing is, if the 200k is accurate and presuming Ngatai is leaving then that's a net reduction in salary costs for our NIQ back. So, while it's a great and unnecessary addition, it's hardly flashing the cash.
