They need a seat but weren’t close anywhere last I saw. Northland looked the best option with Shane Jones (who I definitely won’t miss), but he has consistently been polling a distant third.

Right, except that was agreed by SANZAAR with all member unions in agreement. It was agreed at the same time Super Rugby Australia was agreed and at that time, in hopes that rugby in South Africa could follow. There was a SANZAAR announcement about it.
