I think the point is that government isn't responsible for how councils use the money they've been given, it is up to them to manage it eg for free meals in the same way as they manage all local social care and benefits. I keep seeing mention of a campaign by a soccer player to keep free school meals in the UK.

It's getting as much attention as COVID 19 and the Brexit negotiations with the UK, so I presume there's something serious to it.
