yeah, I was assuming 4 groups of 6, but you could go 6 groups of 4 I guess, which would, as you note lessen the group games. But 6 groups means messy qualification - best 2 runners-up, or best 4 third place if you add an extra knockout round. The latter makes the group stage kind of a waste of time...
