I don't know about that. We have always offshored, but there has been a big shift in the last 12-24 months on how we do it. Office headcount has been steadily dropping and its not due to a lack of work.

I think for experienced professionals, WFH is fine. My advice to juniors and anyone training juniors is to be in the office the majority of the time (so min 3 days). So much learning is incidental.
