All the report makes me think, along with Saracens not wanting more audits, is that these breaches are probably the tip of the iceberg.
The gulf of quality between the Saracens squad and the other PRL teams doesn't seem narrow enough to be explained by the breaches they've been penalised for.

Even if Sarries were under the cap tomorrow then they'd have still played most of the first half of this season breaking the rules. No wonder the other clubs want them gone.
