Tbh, my fear is that the British State is so poor it cannot be fixed. Look at how many rugby coaches were teachers back in the day. Jim Telfer taught at the school Darcy Graham and Stuart Hogg came from. That level of expertise in a coaching system doesn't vanish when somebody retires, it gets pass...
