Pan's Labyrinth. I guess it's more fantasy, but it ticks more good horror boxes than most horror films that are just gore. And obviously Night of the Living Dead It's a good film, but a good horror? I wouldn't say so. It's not remotely scary, though the design of the various creatures is top notch.
