A huge group of competing interests and agendas , a wariness of over spending and having to raise rates .

A confusion over who can come through , certainly the Major has been pushing for resolution but no ones been all that interested for years now .

This is the silly thing about claiming world champion status after wining a RWC . They are rather the RWC champions and I expect a period of dominance either before or after said competition, ideally both ! Let alone getting beaten in pool play !?!
