Not sure it's underrated but Norwich rarely gets a mention other than the webbed feet and 6-fingered locals. It's a really nice place to be, lots of old money has preserved the old buildings, there's loads of pubs that don't get overly busy and it's not a tourist trap. Great market as well.

Rome is the best city I’ve ever visited, culture history and food are all 10’s. Also easy to avoid the expensive eats and drinks a few streets back. I cannot wait for the pandemic to be over to take my children. NYC was the greatest place to visit and work. Manhattan is the 8th wonder of the world....
