Using a submarine launched ballistic missile (not a cruise missile) for a surprise EMP blast is a common first strike scenario when reading about NATO war gaming and nothing to do with Chinese waffle about the only reason to acquire nuclear submarines is to have a survivable second strike capability.

Don’t know if they do them down south, but get the stotties to make sandwiches with at least once a month when going on a hike.
