There are actually like 100k Cook Islanders when you include the diaspora in Aus & NZ. They have quite a few eligible players in Super Rugby/Mitre 10 and some in Europe. China qualifying for the women's sevens circuit is quite significant. They're well coached and I'm guessing well funded, I think they could be a force in women's sevens like the US are becoming in the mens.
