This is the answer. They are spending the least on wages in the Prem by a country mile. They don't attract the talent, and what little they develop tends to go elsewhere for more cash. They don't really sell though. They just shed players at the end of contract or even mid contract recently. There's no windfall from it as there's not a transfer market to speak of in pro rugby. They have cut costs down to the bone try to survive until the financial reality of pro rugby in England ...

They sell all of their best players, and repeating it again at the end of the season. If all rugby clubs stayed within their means, then the likes of Newcastle would be more competitive.
