No, more a case of the defence can hold on to the ball on the ground and smother it and not roll away to prevent the attacking team from recycling it. Would allowing that be more advantageous to the attacking team or the defending team? The defence can't do that unless the ball has crossed the line...

I am not sure if the phrase lazy attack is accurate. It is desperate attack and desperate defence.
