People who dont put their rubbish out in a timely manner - we then have to put up with black bags strewn about the pavement for a week. Apart from attracting vermin, it's unsightly & unsocialable. One wonders whether, if this unfortunate victim had survived (but still endured the same agony), there would be the same uproar. IMO there should be but I doubt there would be...

As is often the case, a tragedy has to occur before remdial steps are actioned. It's far too great a sacrifice.
