I'm aware of all of that as I described it earlier. I also pointed out the Pro-14 League had this probably as well and have recently taken steps to reverse it to some success. IIRC the rules are that both sides have to agree to have it shut. And as Gatland throughout his tenure has always wanted it shut, even against teams who'll likely run Wales off the park, it's in practice the away team's choice.
