A great idea to get a proper Tier 2 competition set-up. England should qualify thru that route against Georgia, Portugal & Romania before they would be let into 'URC +' Premiership. That would drive standards in Tier 2 teams & make it credible. Like Ireland having to work thru from the lowest levels...
