As soon as they start setting it up, ball is clearly available. Refs need to start calling use it, actually count down and enforce a failure to do so.

I think Rugby needs to bring in post game simulation citing to nip this in the bud.

The argies started doing it a couple of years ago, but the French in this series have been ridiculous. this needs to be stamped out before it becomes a problem.
