Exactly, the kicker does not need to move forward, he just needs to lift a foot from the ground and the chaser have the right to charge. Ramos was just to slow or he made a mistake by lifting his foot, he did not even question the ref afterwards from what I remember, I think he knew he messed up.

Ref seemed pretty random at breakdown for both teams.
