If this is about blocking the tackler getting to the player with the ball, why do the refs not pull up kick offs more often for penalties?

In relation to the game, the ABs are so far ahead of the pack. They have this aura around them that it seems even the refs believe that they are untouchable. I don't think I've seen a game in recent history where they haven't had the rub of the green. Calls for discipline didn't really go both ways...
