On a wider point, I don't see how you could restrict it to Tier 1 players changing allegiance to Tier 2/3 nations because the overall sentiment seems to be that some Tier 2 nations would become Tier 1 with the help of better players.

A friend has tried it on the archived games and found the quality to be much lower than broadcast. Anything with fast movement is quite jerky.
