The cop clearly had a few milliseconds to decide if the kid was bringing up his hands to fire the gun that the officer had already seen in the kid’s hand.

The cop really should have used the TMO, it was far too hard to make such an important decision On first viewing at full speed.

Passing (timing, speed, accuracy and distance) is the defining skill of a scrum half FFS.
If he’s not the best passer in the team he shouldn’t be on it.
