I like the drop outs. If you get held up, you've messed it up and you also prevent the 5 minutes of scrum resets that often followed. I think mark from kick off is worth a try. It's too easy to box a team in from kick off and competitive ball could make for a better game. Of course these things always have knock on effects as teams devise strategies around it and taking adv of unintended consequences but think it is worthy trying.
