Technically, you’re correct, but it only gets penalised if you interfere with play. There’s plenty of examples of where the laws aren’t strictly enforced, in the interests of a flowing game Example - kick offs where the kicker steps over the line. Nobody has mentioned the injury to Jake Gordon. Having him on the sideline has been the single biggest handicap for the Tahs this season. Is that Penney's fault?
