All things being equal I'd agree. Things might be far from equal in the last game, against the host nation with a possible Quarter final place the incentive. What happens if the increased number in Scottish conservatives deliver a majority or biggest party status in Westminster, yet are unable to vote on legislation due to the EVEL laws they themselves brought in - do they become the UK govt in name only but effectively a minority in English matters?
