It's a question of extent surely. The need to qualify for Europe/ avoid relegation means there's an inbuilt constraint in regard to what kind of team you can get away with fielding. The other thing is people talking about the WRU giving the regions an extended deadline. Again my understanding is that this wasn't possible.
