The issue isn't with the quality of the individual sides. Clearly Leinster, Munster, Scarlets, Glasgow etc are extremely impressive sides. The issue is you can get a Scarlets vs Leinster game, even during a non-6N window, and not see half of the best players from both teams (and not due to injury)....
