They should just play through and delay the start of the SR season by three or four weeks. Schedule a bye for each team during the test window so that international players miss no more than two games. Easy

How accurate are the participation figures? If correct then there are 50% more rugby players in NZ than league players in Australia, in which case I'm surprised the recruitment of 1st XV players by NRL teams hasn't been even more aggressive.
