Googling it, there's no dubious legality about the Segway, people have taken it as far as the High Court and lost. I suspect that there will be clarification on the legality of the Airwheel in a similar fashion, I expect the user to lose.

I saw a guy crossing the road with a helmet on, wasn't sure why an old guy in a suit was wearing a helmet. He clambered onto one of these machines when he got across the intersection, but promptly fell off, so all was good in the world.
