So, so far Trump has filed law suits in PA, WI and MI I believe. He'll probably do more.

Question 1: who pays for those?

Question 2: is there any limit to how many law suits he could file?

Yep, if it all hinges on PA then it's 2000 all over again.

Another question: If Biden has 270 electorial votes without PA, but PA is under 'dispute', will the process to install Biden as Pres (assuming no other surprises) be able to proceed?

PA needs to sort themselves out, they are lagging everyone else and they need to do better.

It is interesting that states that are close to a 50:50 split do not have a similar split in house seats, perhaps suggestive of Gerrymandering.

They've got 35 days to finalise the result and certify to Congress.

Plenty of time for the dust to settle on the non-disputed ones.

Ok I'm not going to lie, the 89% turnout alleged in Wisconsin was extremely, extremely fishy. Thankfully, it's bullshit. Actual turnout was 71%. Only 200,000 more votes cast this time around than 2016. Not even the highest turnout this century.
