The states agreed to take a share in managing the quarantine load, but they also want more federal facilities used and federal funding paying for it, e.g.Palaszczuk and McGowan

Constitutionally there is no doubt that the Federal govt is responsible for quarantine. If you bring a horse into Australia from overseas, it is quarantined in a Federally run and funded facility. You'd have to ask the various state Premiers why they ran things in the complete absence of the Federal govt. How long will Dan put us into lockdown for this time? Will it be the standard lie "We will lockdown for a few days" only to emerge out of lockdown months later. Or will he aim for a 1 month lockdown, not to eliminate the virus, but to suppress it. To ensure that our health system is not swamped. Only for us to emerge months later having had to support his elimination strategy.

Hotel quarantines need to stop. They leak way too often, and are usually located in CBDs FFS.
Mining camps, detention centers, prefab containers, set them up in bumfuck nowhere and rotate people though those. Pay the staff big bucks to effectively live out there for 12 months.

The current figures by the way (whole of the Commonwealth) are:
28,879 known cases total - there were probably more who never knew they had it or got tested. Probably double by some estimates.
49 are active as of time of posting. At least 36 of those are o/s arrivals in quarantine, and at least 6 (six), [VI] are local transmissions in the last 7 days. 11 people are in hospital.
There are in total 909 deceased victims. That is 3.2% of infections (rounded up). Infections overall are a maximum of 0.11% of total population (25,687,041 people at 30 June 2020). Deaths are less than 0.005% of population, maximum.The % deaths from locally acquired infection (not O/S arrivals, especially on cruise ships) will be less. The numbers for that can be dug out if someone wants to do it.
Over a less than equivalent time period, there were 1,846 deaths due to influenza and pneumonia recorded from 1 January to 27 October 2020. This was down about 33% from usual - due to covid lockdown strategies.
The bare figures suggest hotel quarantine was an appropriate approach, from the POV of the economists.
So was it worth accepting a few casualties?
