The reason why there was no Minister responsible is because international quarantine had previously been the sole responsibility of the Commonwealth. Scott Morrison shamefully abdicated this task, and gave the states 36 hours to set up a HQ framework from scratch. From memory he was on holiday with Jen and the girls at the time.

In this instance, the real culprit is the private security firms who failed. We should be chasing them. Why there isnt a civil lawsuit from the Vic Government is beyond me.

Anyway, private security is the solution across much of Australia for hotel quarantine. Arguing against it makes no sense.

3600 private security guards work in the NSW HQ program and 1800 work in QLD's program. They are the backbone of both state's hotel quarantine frameworks.

(a) There was no consideration at all. Apparently the decision just made itself, within 27 minutes of the national cabinet meeting on 27 March. (I think the people responsible lied to the enquiry about this - how could no-one make the decison to spend $millions??).

(b) It was a product of the risk of governmental policy and decisons being determined by the trade unions instead of the elected officials. Public servants do not decide policy, they just implement it. Trade Union officials should not tell the elected government what to do - especially the corrupt CFMEU.

(c) purging poor blameless Jenny Mikalos as a sacrificial lamb was a disgraceful act by Dictator Dan. Shame Dan, shame.

And government departments are exactly there to make the decisions on how to spend money.
The policy here is to require hotel quarantine. That was decided by the government. The logistics are then decided by the heads of department, who, incidentally, are politically neutral and the same people will be there before and after elections.

I have it on good authority that Dan is about to re-introduce face masks at all times everywhere. This will happen on the 24th of December midnight. He is also considering re-introducing the ring of steel around Melbourne but he needed more ADF support. From Boxing Day Victoria Police will have additional powers to arrest and detain for testing any vehicle with a NSW registration. The only exception to this rule will be NSW registered Great Wall vehicles. They are exempt.

Interesting to find out that during the height of Victoria's 2nd wave, more than half of the top 50 tweeters for #DictatorDan and #DanLiedPeopleDied were fake accounts. 34 per cent for #IStandWithDan were also fake accounts. This just shows how a small number of hyper-partisan individuals can set the tone for discourse on platforms like twitter.

Being a paid twitter bot would be a random way to make a living. I wonder how they do it, do they manually make posts on individual accounts or simply run a mail-merge type setup so they can duplicate posts across a stack of fake twitter accounts? I wonder how many active accounts they need to have going at any one time to meet their KPI's? You'd think it would have to be a lot?

The twitter pressure on Dan Andrews turned into media pressure, and could have resulted in the Premier resigning. Twitter bots have a massive amount of power and influence.
